He can't get stae funding becuase he doesn't kill... It makes no sense

Pedro Rosario is the first Hispanic American to open a no kill animal shelter in the Bronx. He is a role model to all. Personal Scarface's to keep this place viable and going is a constant hardship. He gets very little help from Bronx politicians. He relies on constant fund raising to stay open. The animals in the Bronx needs this shelter.
